Toshiyuki Saejima (冴島俊行, Saejima Toshiyuki) is a friend of Eikichi and Ryuji since high school. He is an ex-delinquent famous for his ferocity and fearsome appearance. He is a member of the Oni-Baku-Gumi, and is one half of the Mad Dogs of Kamakura.

Now he works as a policeman, and is often involved in dirty cases. For example he uses his job to make it easier to smuggle illegal stuff.
Saejima has had dodgy morals since high school, often attempting to persuade others to purchase goods of dubious legitimacy with mixed success.
GTO: The Early Years (Shonan Junai Gumi)[]
Along with his partner Jun Kamata, he was feared as the Kamakura no Kyouken (the Mad Dogs of Kamakura). This duo were renowned for their brutality, including shoving pencils through people's noses (which proves to be very ironic). However after being beaten by the Oni-Baku, the pair decided to join their gang.
Saejima has a malevolent face, so much so that girls are afraid of him and assume he is a Yakuza. He, like Ryuji, comes from a fairly well-to-do family, who are terrified of him- his sisters speak to him through a lock on their bedroom door, and his parents jump at his slightest movement.[1] Saejima rides a Kawasaki.
After Kamata leaves for the United States, Saejima enlists a new partner, Usagi Kiwamezawa, who is even bigger, uglier, and scarier than he is, to make himself look better to girls.
GTO[]
Saejima becomes a policeman in his adulthood, but does not hold his duties as an enforcer of the law in high regard. For instance, he offers to start an underground business selling pornography with Onizuka using confiscated videos.[2] He often engages in dodgy businesses in blatant violation of the law.[3]
When Suguru Teshigawara goes crazy and barricades himself inside the school with hostages, Saejima shows up to help Eikichi, and is willing to shoot Teshigawara dead (in fact, he seemed to relish the possibility). He later gets a medal from the Mushashino City Police Department for helping deal with such a dangerous criminal.
GTO: 14 Days in Shonan[]
Eikichi calls Saejima for help after accidentally admitting on live TV to almost burying a student alive. Saejima offers to put him in contact with a gang, but refuses to let Eikichi hide out at his place. Eikichi passes on the gang option and heads to Shonan, but has to call Saejima again to get him out of jail when Miki Katsuragi gets him arrested on false charges.[4]

Ino-Head Gargoyle is a spin-off focusing on Saejima's life as a police officer. Saejima learns that he has a son named Yuuhito by an old girlfriend, Chika..
In the live-action[]
In the 1998 live-action, Saejima and Ryuji are combined into one character, "Ryuji Saejima", played by Naohito Fujiki. He is a cop and Onizuka's best friend.
